They are top secret missions carried out by an elite military and secret services with special training. Black Ops with unconventional tactics that exceed the conventional protocols. But behind the clandestine activities and advance training, it can be found secrets. Secrets that were kept hidden from the public until now. If the CIA violates the laws of foreign countries, it has to remain secret. When we are in danger of life it is important to keep secrets.
Some believe in the existence of a book containing the best kept secrets in the U.S., a book whose existence is known only by a chosen few. But what it hides? Secret origins, secret missions, lies?
On January 26, 2012, moments before President Barack Obama begin a speech, he praised the Defense Secretary saying, "Good job tonight." But why?
Kept secret by the Department of Defense, that was a information that, moments before, a team of U.S. special forces, called SEAL Team Six, had stormed a compound in Somalia, in a very risky rescue mission, in which were rescued two hostages unharmed.
The same elite team that eight months earlier had been responsible for a secret mission, highly confidential, designated "Operation Neptune Spear". In this operation, only thirty-eight minutes after U.S. helicopters landed in a secret military compound in Abbottabad, Pakistan, the world's most wanted terrorist, Osama bin Laden, was killed.
Within hours, the news spread across the globe and people proclaimed the elements of SEAL Team Six heroes. But who are these men? What makes an operation a secret operation?
Black Ops is just a euphemism for unconventional operations, which include everything from attacks to the enemy, cyber attacks, hostage rescue operations, reconnaissance, surveillance, information gathering, etc..
The main function of these is to do something expeditiously, immediately, without anyone knowing. Shares are held on behalf of the U.S. government, but the government intervention must remain hidden because those are activities that they do not want to assume.
Despite the government deny its existence, the U.S. top secret operations of Level One only can be assigned to the highest levels of government, and are planned by the CIA.
But what makes an operation a mission of Level One is decided at the Pentagon. Typically, the missions start at the CIA. They collect all the information so that operational can go to the ground where they are the first to arrive.
The SEAL Team Six and the Delta Force are the units counter-terrorism Level One more recognized  because they can reach any part of the world in an instant.
If there is a situation that may endanger American lives, the president wants to know a few things right away. Where is the nearest carrier?, Where is the closer SEAL team ?, Where is the nearest Delta squad?, How soon can respond to the situation?
April 24, 1980, President Jimmy Carter asks an ultra-clandestine mission, "Operation Eagle Claw", in an effort to rescue fifty-two officials from the U.S. Embassy in Iran, held captive for six months. Thought about everything that could go wrong, but it eventually happened. Suddenly a sandstorm got up and entered the filters of the helicopter that failed to take off, then it hit the wing tank of the C-130... end of the mission. Eight american operational died.
For the U.S., the black ops are a necessary but extremely expensive venture. But how are financed by a government that denies its existence? A "black budget" is money allocated to fund these teams. The House and Senate Intelligence Committees agree these budgets in closed meetings. With this there is possibility to buy cutting-edge equipment from clothing, weapons, optics and even experimental food that provide more energy. But who signs the checks?
It is believed that there is a command string that extends to the White House. The chain of command Level One responds to the National Command Authority, that is the President and Secretary of Defense. It is administered by the General Staff of the Armed Forces.
But how is the President protected when a mission is exposed? How much the President knows about this issue?
Spring of 1984, before the Summer Olympic Games in California, the deputy chief of naval operations expressed concern about the vulnerability of U.S. military bases both within the country and abroad. Determined to show the weaknesses in the systems, Vice Admiral recruited the brain behind the SEAL Team Six, Commander Richard Marcinko, to create and carry out a black op, "Red Cell". The Commander came into nuclear submarines and put a van full of explosives near the Air Force One, among other things, thus proving the vulnerability, which would have to be resolved.
But the "Red Cell" exposed other secrets? Secrets that threatened the future of Marcinko?
When he was retired, he was found guilty by an order of grenades. He said the Army was the contracting service, but he was arrested for just over a year. Richard Marcinko have violated the chain of command, or the commander was a victim of his own secret mission? Has the government created "Red Cell" to maneuver even bigger secret activities?
This was a duality. It tested the U.S. facilities, but also created a database that allowed to travel in secret throughout the world, and create an assault team without anyone noticing.
Many CIA operatives spend their entire career in a hidden underground existence, operating inside enemy lines, spying on other countries, stealing secrets and creating counter-information. It is the first line of defense of the U.S.A. They go where others can not, realize what others do not perform. Spy and steal secrets through human sources. Have the largest number of intelligence analysts in the country, although the exact number is secret. It's all so secret because the operational break the laws of other countries.
Former CIA operative Bob Baer, whose exploits clandestine inspired the film "Syriana", was the CIA official in Iraq in the years following the Persian Gulf War. His secret mission was to organize the opposition against one of the most brutal dictators in modern history, Saddam Hussein. The plan was to create a distraction in Baghdad and force him to go to Tikrit where he had a company car. So when he was there, the Colonel moved twelve combat vehicles and forced him to abdicate or he was killed.
In 1995, Baer said to the Clinton's Administration that there was hypothesis to neutralize Saddam, but they refused. After that, Baer received a call from the FBI informing him that he was being charged with murder and attempted murder. But why the government stopped the black-op conducted by Baer and investigated the most patented operational in Iraq?

Today, more than 90% of war is psychological.
The "Psy Ops", or psychological operations, are an attempt to influence hearts and minds. It is an attempt to convince people of things. Some true, some not.
One thing remains clear. The rise of "black budgets" may point to a major U.S. military secrets.
The future of American war and the global war on terrorism depends on black ops, and the elite soldiers, prepared to sacrifice their own lives for the safety of their nation...
